So you want to use frames? Well, one of the first things to think
about is why. Usually, the best reason is because you have some
elements you want to remain constant - a navigation bar or a
header - and you don't want your site visitor to have to download
them every time they go somewhere. Frames are excellent for this.
The other crucial thing to think about is design: Keep it simple
folks. We know, it's easy to go frame-happy, but just say no.
In this tip we show you how to set up a simple and effective
site, by designing a title area, a navigation bar and a main
frame where the rest of your site's pages refresh. Then, we'll
show you how to create the links in your navigation bar and target
